How do I deal with inconsiderate neighbors who hog limited parking?

Discuss the situation with your apartment manager. When I was living in a complex with assigned spaces, each condo got 2 parking spaces. A neighbor who lived alone let me "rent" her extra space for $20.00 a month. I didn't mind the cost, as her space was right across from my place, so it worked out really well.
