He Can't Go on Solo Dates with me? Why? Please help!?

I saw this guy the fall of last year, then stopped talking to him because he wasn't stepping up to the plate and was treating me like a sex buddy, even after I told him what I wanted out of the relationship and was always honest with him. Well, I haven't seen or talked to him in months, but lately have been thinking about him. I'd had some wine last weekend and decided to text him. He texted back really excited that he "was glad I texted, he'd been thinking about me" and that he "couldn't wait to see me again." We agreed to get together. He texts me the other night and says he wants to see me this weekend. I say ok, I can get together on a certain day and time. He again tells me he is really excited to see me again. Here's my issue: this guy has never taken me on a one-on-one date, he always wants to meet up at grills and bars with his friends in tow, and I don't like redneck bars and want to get to know HIM, solo without his friends involved, but he seems incapable of doing that. I'm not going to see him tonight if he proposes I meet him at some crappy bar with his friends, but how do I communicate that without being mean? I gave him everything he wanted last time and got little in return, and I'm NOT doing that again!
